The governing body of the Parish is the Parochial Church Council. (P.C.C.)

Emmanuel affairs are initially referred to the Emmanuel Oversight Group. (E.O.G.)

Day to day running of the parish is carried out by the Team

                The Team consists of the Rector.

                The team vicar at Emmanuel & the team vicar at St Pauls

                The Team Manager

                The Youth Minister

                and other key personnel.

P.C.C

The Purpose And Aim.   The PCC is a legally constituted body, always in existence, for the governance of the parish under Church Representation Rules. The PCC and the Rector are required to consult together on matters of general concern and importance to the parish.  The functions of a PCC include co-operation with the Rector in promoting in the parish the whole mission of the Church - pastoral, evangelistic, social and ecumenical - consideration and discussion of matters of religious or public interest, and taking its part in the synodical government of the Church of England.  The PCC has specific responsibilities for the financial affairs of the parish (detailed in The Charities Act 1993 and the PCC, copy in Parish Office) and for the care and maintenance of the fabric of the churches and their contents, and the church grounds.   The PCC is made up of the Incumbent (Rector), Church Wardens, Team Members (clergy and lay) and lay members of Deanery, Diocesan and General Synods – all ex officio – together with a number of elected lay representatives of the parish. (See Parish Constitution Section 5)  The work of our PCC is largely carried out through Committees.  The Emmanuel Oversight Group (EOG) and St Paul’s Local Oversight Group (SPLOG) are accountable to the PCC for local affairs in their church communities, and the Parish Treasurer and Finance Committee for the management and control of the parish finances, in accordance with the requirements of the Charity Commissioners.

Highlights in 2004: Being involved in the decision-making processes on issues arising in the parish and having the satisfaction of contributing to key areas of parish work.   There have been five PCC Meetings with an average 65% attendance), and the Minutes are displayed following the meetings in each church.  More significant discussions involved:

o       Youth leadership and engagement of a fulltime Youth Minister.

o       Planning for the 2005 Plymouth-wide, ‘Spirit of Discovery’ Mission and the Emmanuel and St Paul’s local missions.

o       Fire, Heath and Safety Risk Assessments and local Safety Logs.

o       Diocesan proposals for Moving on in Mission and Ministry.

Emmanuel Oversight Group (EOG) 

The Purpose And Aim.  Local Oversight Group (EOG) co-ordinates and directs church life at Emmanuel. It is the main visionary, planning, administrative and decision making body on behalf of the PCC, its decisions and actions are only passed up to the PCC when they concern the parish as a whole and the decision of the PCC as the governing body is concerned.  The EOG is a Committee of the PCC.
